Hate crimes are a field of research particularly important to scholars and policymakers, despite their importance to a more and more cosmopolitan culture in the world age. People of numerous social, economic, ethnic, religious and national groups are increasingly unified by forces beyond their own control. This social reorganization often creates problems for all sides, and finding a way of managing them is in the interests of communities all over the world.
Offenses are hard to classify as hate crimes, although their meaning is relatively well known. “A hate crime is usually a crime committed against a individual or property, motivated solely or in part by the bias of the perpetrator against the race, religion, ethnicity or national origin, handicap or sexual orientation of the victim.”
