Rhetorical citizenship, what is it? The concept in our curriculum notes that individuals are able to express their desires, expectations and beliefs in order to recognize and address public problems. He defines a good citizen in the “Phantom Public” of Lippmann as one who is all professional or all informed.
He thinks that a citizen’s ideal position is one where he is conscious of something in the world, and he knows enough of the issue or circumstance that he can express a well-considered opinion. The problem with this theory is that the average citizen is concerned doing it every day in order to take care of the problems of the world.
